Second reading for Empty Homes Bill

The Rating (Property in Common Occupation) and Council Tax (Empty Dwellings) Bill will allow councils to charge double the rate of council tax on homes left empty for years in an attempt to equip local authorities with powers to bring long-term empty homes back into use.
